Within the framework of an energy dialogue, dena is helping Uzbekistan transform its energy system. The aim of the transnational cooperation is to achieve the global energy transition.

Uzbekistan has extremely great potential when it comes to renewable energy expansion. The country is aiming for an overall considerable increase in the generation of electricity. The proportion of renewable energy sources in the production capacity is expected to increase from the current 12.7 per cent to 19.7 per cent by 2025. Uzbekistan has ratified the Paris Agreement on Climate Change and has set very ambitious targets for reducing CO2 emissions and increasing energy efficiency.

In bilateral talks at the end of 2019, a great need for advice on the topics of energy efficiency in residential buildings and modernisation of the grid infrastructure with regard to the use of renewable energy sources was identified. Energy efficiency in energy production and industry is now on the political agenda.

Targets

The aim is to strengthen and expand on the energy policy dialogue with Uzbekistan. Targeted advice helps improve existing regulatory frameworks. Concrete projects are being implemented together with Uzbek partners.

Focus topics

As agreed in bilateral talks, the initial focus will be on the energy-efficient refurbishment of apartment buildings. Other key issues include energy efficiency in industry, sustainable energy production and distribution, and modernisation of the grid infrastructure.

Promoting innovation in the energy sector, as well as financing and funding management, are also an integral part of the cooperation with Uzbekistan.

Approach

In a joint project, the Ministry of Housing and Communal Services of the Republic of Uzbekistan is being advised on the energy-efficient refurbishment of a pilot residential building. Based on this, recommendations will be developed for a nationwide programme to refurbish the country’s apartment buildings. The government of Uzbekistan is also very interested in strategic advice on legal frameworks, as well as financing and support mechanisms.

In terms of energy policy, Uzbekistan works closely with the neighbouring country of Kazakhstan, where the International Centre for Green Technologies was founded in 2018. This will act as a hub to promote innovation in the entire Central Asian region. dena works actively with the centre and has already carried out a number of joint activities as part of existing projects.

Effects

The aforementioned projects support the government of Uzbekistan in particular in the development of strategies for large-scale refurbishment programmes and the development of financing and support mechanisms.
