Bilateral energy cooperative agreements

TRANSNATIONAL COOPERATION FOR THE GLOBAL ENERGY TRANSITION

The Deutsche Energie-Agentur (dena) – the German Energy Agency – is supporting the Federal Ministry for Economic Affairs and Climate Action (BMWK) in the practical implementation of bilateral energy cooperative agreements with Israel, Kazakhstan, Türkiye, Ukraine and Uzbekistan. The goal is to promote the global energy transition.

Energy partnerships and energy dialogues

Germany maintains energy partnerships and energy dialogues with over 20 countries around the world. Germany works directly with these countries to implement their energy transition. The main goal of these bilateral energy cooperative agreements is a climate-friendly, safe and affordable supply of energy.

The countries of Eastern Europe and Central Asia, as well as Türkiye and Israel, are looking to fundamentally update their energy supply and energy system. The contribution of these countries is extremely important for the global energy transition. On behalf of the BMWK, dena is thus supporting Israel, Kazakhstan, Türkiye, Ukraine and Uzbekistan in transforming their energy systems as part of bilateral energy cooperative agreements. This involves mutual exchange: dena also observes the developments and strategies of the partner countries in implementing their respective energy transitions and incorporates them into the national energy transition discussion in Germany.

Transforming the energy systems

Focuses include expanding renewable energy sources, integrating them into energy systems, increasing energy efficiency, modernising the energy infrastructure and organising legal and technical frameworks for the electricity and energy market.

The challenges the countries face in implementing their energy transition vary. dena is thus supporting the BMWi in the organisation and practical implementation of these bilateral energy cooperative agreements. dena’s work also involves identifying additional countries that may be suitable for energy partnerships, energy dialogues or project-related energy cooperative agreements.

dena’s role

dena’s role within the bilateral cooperative agreements includes specialist support, involving representatives from industry, science and civil society from Germany and the partner countries, as well as establishing networks and initiating projects.

Examples of methods used in the cooperation include study trips, specialist workshops and expert studies, with the appropriate driving forces being incorporated into each aspect. Accompanying PR work aims to raise awareness for sustainable energy and climate policy in the partner countries.

Energy policy

dena’s role in terms of energy policy includes supporting the governments in partner countries in developing strategies to implement energy policy targets. The same applies to the development of funding and financing measures and the organisation of regulatory frameworks and modern standards. Transferring energy policy expertise in the areas of renewable energy and energy efficiency, as well as sustainable energy production and distribution, is also a fundamental task of dena.

Foreign trade promotion

Supporting German companies in the implementation of energy projects in partner countries is a central task of dena. This also includes the development of programmes for funding start-ups and innovations. dena is also committed to the introduction of “green” technologies to the market.

Communication and networking

One of dena’s important tasks is establishing local exchange formats in order to create sustainable energy markets. Industry, science and civil society are all incorporated here. The global energy transition is driven forward by gaining supporters and establishing networks.

Since the beginning of Russia's war of aggression against Ukraine, the German-Russian Energy Dialogue has been suspended. The Energy Cooperation with Iran has been on hold since 2022. The German-Belarusian Energy Cooperation has not been continued since September 2020.
